Field of Membership

Persons or businesses who meet any of these requirements are eligible for membership with St. Paul Federal Credit Union.
Persons who live, work, worship, attend school in or businesses and other legal entities located in the Twin Cities Underserved Area in Minneapolis-St. Paul as defined in Geographic Map.
Persons who live, work, worship, attend school in or businesses and other legal entities located in the underserved area consisting of the city of St. Paul, Minnesota (10-15-04);
Members of Local Union No. 110 of the International Brotherhood of Electrical Workers in St. Paul, Minnesota who qualify for membership in accordance with its constitution and bylaws as of the date of this charter;
Employees of the above named Local Union No. 110;
Members of Local Union No. 949 of the International Brotherhood of Electrical Workers in Burnsville, Minnesota who qualify for membership in accordance with its constitution and bylaws in effect April 24, 1991 (08-27-03); 
Employees of the above named Local Union No. 949 (08-27-03);
Federal employees who live in, work in, or are directly supervised from St. Paul, Minnesota except employees of Federal offices and agencies where separate employee credit unions exist;
Employees of the Agricultural Stabilization and Conservation Service (ASCS) who work in the State of Minnesota now referred to Farm Service Agency;
Employees of the following entities who work in Minneapolis, Minnesota:

Federal Public Defender’s Office (3-11-02)

United States Attorney’s Office (3-11-02)

United States Bankruptcy Court (3-11-02)

United States Court of Appeals, Eight Circuit (3-11-02)

United States District Court (3-11-02)

United States Marshals Service (3-11-02)

United States Pretrial Services (3-11-02)

United States Probation (3-11-02)

United States Secret Service (3-11-02)

United States Trustee (3-11-02)

Employees of this credit union; 
Members of this credit union who are retired as annuitants from the above employment and retain their membership with the credit union; Persons retired as pensioners from the above employment; 
Spouses of persons who have died within the field of membership of this credit union; 
Members of the immediate families of persons qualifying for membership. Immediate family eligibility is limited to spouse, child, sibling, parent, grandparent or grandchild. For the purposes of this definition, immediate family member included stepparents, stepchildren, stepsiblings and adoptive relationships and those individuals living in the household of an otherwise eligible member maintaining a single economic union; It is not necessary for the potential primary member to join the credit union in order for the immediate family or household member of the potential primary member to join;
Organizations of such persons.

Employees, members and affiliates of the Office and Professional Employees International Union (OPEIU) Local 12 in Roseville, Minnesota who qualify for membership in accordance with its constitution and bylaws as of the date of this charter;
Employees and members of Saint Paul Regional Labor Federation in Saint Paul, Minnesota, who qualify for membership under Article III, Section 1.A. of its constitution in effect on 4/26/2017; defined as Local Unions of National and International Unions and organizing committees affiliated with the AFL-CIO, and Local Unions chartered directly by the AFL-CIO, with members who live and/or work in the Regional Labor Federation jurisdiction;
